How It Feels to Be Colored Me: Creation Question

Assume that equal representation is a goal (i.e. if a race/ethnicity makes up a certain proportion of a state's population, that race/ethnicity should make up the same proportion in the state's universities and workplaces. If a state is 37% black, such as Mississippi, then 37% of the states' university student population should be black).

Come up with questions about how to create such equal representation.
Example: Is affirmative action necessary to achieve equal representation?
